SQLite database files do not require an ODBC manager.
On Windows, the ODBC manager is integrated into the operating system (OS).

To use your FileMaker database file locally, FileMaker Pro must be running, and the database file opened and shared. To share your FileMaker database file as a data source over a network, use FileMaker Server Advanced. As of version 13 of FileMaker Pro, the ODBC driver is distributed with the server version of the product. For more details, see filemaker.com.
On the Mac, there is no integrated ODBC manager. Suggestions include:
