The Mirror tool can mirror, or mirror and duplicate, objects across an axis line or across the working plane.
To change which objects are selected, press and hold the Alt key (Windows) or Cmd key (Mac) to temporarily activate the Selection tool.

Standard
|
Mirrors the selected object across a drawn axis line, in a 2D or 3D view. |

Duplicate
|
Creates a duplicate of the selected object and then mirrors the duplicate across a drawn axis line, in a 2D or 3D view. |

Mirror Across Working Plane (3D views only)
|
Mirrors the selected object to the other side of the working plane. |
